I know 3gp is accepted on mobile, thus I converted my DVD videos to 3gp format for watching on my mobile. However, both the picture and sound quality are bad and low-quality. Then how do people watch HD videos on their phones? What is the best format for smartphones?

That depends.
If your smart phone supports AVC (also called h264), usually in an MP4 container, you can use MP4. 600-1000 kilobits/second will come with good quality. But the higher bitrate you choose, the larger the file size will be. So a proper bitrate depends on your device storage as well as your display.
The best Audio format should be AAC.
