Try a good video editing program, like Sony Vegas or Pinnacle Studio program. A desktop computer with an aftermarket 2 GB Video Card and Sound card is minimum.

Once you have that, put your video on the timeline, then lock down either the Audio or Video line, delete a frame or two or as many as needed to sync things up. You may have to do this many time to get it correct.
